European Commission Call for Proposals: Agricultural Irrigation in Malawi

The Government of Malawi, represented by the National Authorising Officer (NAO) of the European Development Fund is currently inviting proposals from eligible organisations for its programme- Support to the implementation of the Agriculture Sector Wide Approach (ASWAp) and the Green Belt Initiative (GBI) Development of medium scale irrigation schemes. The EC announces funding for medium-scale irrigation projects in Malawi to improve food security, diversify food production, and increase agricultural incomes for rural people.

The overall indicative amount made available under this Call for Proposals is EUR 17,205,000.

Programme Objectives

The specific objectives of this Call for Proposals are:

  1. To improve the productivity and efficiency of small scale farmers through sustainable irrigation development that include-
    • Increased surface of irrigated land and diversified crops;
    • Increased number of irrigation farmers;
    • Increased yields for irrigated crops;
    • Reduced costs per hectare (inputs, water delivery)
  2. To directly influence the prevailing land use practices with the objective of improving the sustainable yield of the water sources required for the long-term viability of the irrigation schemes to be funded. That includes-
    • Reduced sedimentation of the rivers at the weir / dam locations;
    • Increased area for reforestation, agroforestry, natural regeneration or sustainable management arrangements.

Priority Issues

The Priority Issues to be addressed by the grant applicant are:

  • Construction or rehabilitation or expansion or upgrading of irrigation schemes including dams if required;
  • Environmental management and mitigation plans implemented and monitored;
  • Resettlement Action Plans implemented as recommended;
  • Water Users’ Associations established, trained and operational;
  • Farmers capacitated in commercial oriented agriculture;
  • Farmers capacitated in sustainable irrigation management;
  • Farmers capacitated in the sustainable management of buffer zones in the vicinity of the reservoirs and catchment areas adjacent to the scheme.

Size of grants

Any grant requested under this Call for Proposals must fall between EUR 1,164,000 and EUR 3,265,000.


The initial planned duration of an action may not be lower than 18 months nor exceed 32 months and not beyond the end date of Financing Agreement implementation which is 17 October 2018.


Actions must take place in Malawi only in Districts- Nkhata Bay, Salima, Dedza.

Eligibility Criteria

  • Eligibility for funding extends to organizations established in a member state of the European Union; in Malawi; in countries of the European Economic Area; in an ACP state; or in a Least Developed Country. International organizations are also eligible.
  • In order to be eligible for a grant, the applicant must:
    • be a legal person or an entity without legal personality and
    • be a specific type of organisation such as: non-governmental organisations, private sector organisations, non-state actors, farmers’ associations, trusts and
    • be established in a Member State of the European Union , in Malawi, in countries of the European Economic Area, an ACP state or a Least Developed Country as specified in the latest OECD-DAC list of Official Development Assistance (ODA) recipient countries. This obligation does not apply to international organisations and
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
    • have a sufficient documented experience in the related field of actions being proposed and
    • be able to demonstrate capacity to manage large scale activity corresponding to the size of the project for which a grant is requested.
  • The applicant may act individually or with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
  • The applicant and its co-applicant(s) may act with affiliated entity (ies) having a structural link with the applicants. Eligible entities may thus include-
    • Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
    • Entities directly or indirectly controlling the beneficiary (parent companies).
    • Entities under the same direct or indirect control as the beneficiary (sister companies).
    • Entities legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.

How to Apply

  • The application process consists of two phases-
  • Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
  • Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
  • Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
