USAID-Morocco: Intermediary Support Organizations Activity

The United States Agency for International Development (USAID) in Morocco is seeking concept papers from qualified Moroccan organizations for its Intermediary Support Organizations activity in order to provide support in strengthening civil society participation in governance.

Over the coming years, the Intermediary Support Organization (ISOs) program will work in strengthening the capacity of Moroccan civil society organizations (CSOs) engaged in public policy making.

Objectives

  • ISOs strengthen their internal capacities, organizational practices, and overall skills in order to become the capacity development “go-to” centers for other CSOs.
  • CSOs are strengthen in order to contribute more effectively in the law making and public policy process through advocacy and engaging GOM at the national and/or local levels.

Award Information

USAID intends to award multiple individual awards ranging from $500,000 to $1,000,000 per individual award.

Focus Areas

  • Developing and maintaining transparent organizational structures and internal governance;
  • Planning for and garnering resources to sustain their organizational mission;
  • Collaborating with other stakeholders for collective action;
  • Conducting advocacy to influence laws and policies;
  • Contributing to governance oversight.

Eligibility Criteria

To be eligible for the program, an organization must:

  • be organized under laws of Morocco,
  • have its principal place of business in Morocco,
  • be majority owned by individuals who are citizens or lawful permanent residents of Morocco or be managed by a governing body, the majority of whom are Moroccan citizens lawful permanent residents, and
  • not to be controlled by a foreign entity comprised of individuals who are not citizens or permanent residents of Morocco.

  • The application process consists of two phases-
    • Phase 1, concept note
    • Phase 2, full proposal
  • Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
